Supplement to “Bringing Your Home into the 21st Century”

If you want to make energy upgrades to your house but feel uncertain how to pay for them, consider the KY Home Performance program, which offers loans to eligible homeowners for “whole-house energy improvements.”

Launched in October 2010, the new KY Home Performance program allows eligible homeowners to apply for and obtain below-market loans or rebates to conduct energy-efficiency improvements for their homes.

For the first 1,000 homes that participate, KY Home Performance will provide $150 toward the cost of a KY Home Performance whole-house energy evaluation by an approved contractor of the homeowner’s choice. Contractors’ fees for home evaluation vary.

This evaluation includes recommendations for improvements for energy efficiency, including the minimum cost-effective requirements for participation in the program (attic insulation, seal any leaks in house or ductwork) as well as a projection of expected improvements in energy performance if the recommended improvements are made and if the homeowner practices conscientious energy conservation.

Once the improvements are made, KY Home Performance performs a free quality assurance evaluation afterward to confirm that the testing procedures and installation were done according to best practices.

KY Home Performance offers a rebate of 20% (up to $2,000, for improvements up to $10,000) or financing for qualified homeowners for up to $20,000 for qualified improvements at 6.99 percent interest rate for a maximum 10-year term. Note: These low-interest loans will be offered at a 4.99 percent interest rate during April and May of 2011 only. Terms and conditions apply.
